It’s actually identical to hiring real world staff. Let’s say you hire someone to cook for you. An average chef will be easier to hire (less expensive, more readily available), but you’d have to tell it exactly what food you need them to prepare. So in effect you’d be doing pretty much all the work, other than the menial task of chopping ingredients and cooking them.

A stellar chef will he much harder to hire, but you could trust that chef to make their own calls and delight you in surprising ways.
