I suspect users will start downloading Chrome on their iOS devices once enough quality PWA products become available. The technology is still new, barely fresh off the press. It will grow and mature, like any other tech.

PWA sites automatically display in Chrome. You see their superiority from the first moment you load them — scrolling is smooth, the content does not keep jerking around as the page loads, etc., etc. There is no need to accept or agree on anything — the PWA just loads smoothly.
